Intellectualpropertycommercializationisaparamountmeasuretounleashvitalityofprivateeconomy,andhasbeenafocalpointinfosteringthedevelopmentofprivateenterprisesindifferentregions.Forexample,ShaanxiProvinceenactstheTenMeasurestoVigorouslyServetheHigh-qualityDevelopmentofthePrivateEconomy,encouragingbankinginstitutionstostandardizefinancingpledgedbyintellectualpropertyrightsandbroadenfinancingchannels,inordertoalleviatefinancingdifficultiesofprivateenterprises.TheleaderofXi/'anIntellectualPropertyOfficeintroducesthatthismoveisexpectedtobenefitatotalof3.0023millionprivateenterprisesregisteredinXi/'an.

2023中国民营企业500强中，414家企业的关键技术主要来源于自主开发与研制……近日由中华全国工商业联合会发布的“2023中国民营企业500强”榜单和《2023中国民营企业500强调研分析报告》数据显示，我国民营企业整体规模平稳增长，科技创新能力进一步增强。

中国民营企业创新发展的底气，来自中央各部门和各地方政府对知识产权工作的有力政策支持。今年7月，《中共中央国务院关于促进民营经济发展壮大的意见》印发，回应民营企业的重点关切，强调要持续完善知识产权保护体系，加大对民营中小微企业原始创新保护力度等。同月印发的《关于实施促进民营经济发展近期若干举措的通知》要求，国家知识产权局等部门支持专精特新“小巨人”企业、高新技术企业在当地的国家级知识产权保护中心进行备案，开展快速预审、快速确权、快速维权。

“近一段时间以来，全国各地区各部门出台的一系列促进民营经济发展的政策举措，为民营企业发展注入了新的强劲动能。”京东集团股份有限公司居“2023中国民营企业500强”榜单首位，该公司有关负责人表示，政府对民营企业在知识产权创造与科技创新方面的重视和支持，使集团更加坚定了走技术创新之路、积极进行知识产权布局的信心。

知识产权保护作为塑造良好营商环境的重要一环，对于进一步激发民营企业的创新创造活力具有重要意义。随着民营企业知识产权保护意识逐渐提高，各地保护民营企业的知识产权政策也在不断落细落实。其中，涌现了民营经济“泉州经济”和“晋江经验”的福建，近日发布了37项助力民营经济发展的政策举措，提出要加大对民营中小微企业原始创新保护力度，构建省市县三级联动、行刑衔接的知识产权快速协同保护体系等。

加强知识产权转化运用，是最大限度释放民营经济活力潜力的重要手段，成为各地促进民营经济发展的关注焦点。以陕西为例，该省印发《大力服务民营经济高质量发展十条措施》，鼓励银行机构加大知识产权质押融资，拓宽融资渠道，缓解民营企业融资难问题。西安市知识产权局相关负责人介绍，此举将为西安累计在册300.23万户民营经营主体带来实惠。
